Yes it is fine to pay the bill early.
Since you are paying the entire thing off, there is no issue but if you were making a payment that was less than the full amount, you might want to be careful because if your billing cycle closed July 15, and you made a payment July 10 and July 14. You would still need to make a payment for the august’s billing cycle even though you made two payments in one month…..
Okay so be sure to put your account information on the money order so they will know where to credit the money.

Pay what you can and pay the rest off asap since you will pay a percentage every day that you have a balance. Ask the institution if you can change your billing date to better coincide with your pay check.

Yes, you can do that. Be sure to put your account number on the check.
You will be charged interest since you are not paying the entire balance before the due date. Interest is calculated on the average daily balance, not just the unpaid balance. The interest will show up on your next statement.

If the system of your credit card is same to us here in the Philippines you have to pay only the minimum differed which is about 25% only from your total credit balance. If the amount you mentioned is already a minimum differed the credit card company has another option to pay atleast half from your minimum differed amount. So the cash you have now in your hand is more enough to settle your problem.
By sending payment tru mail has a risk losing way to destination on time. More better to pay directly to your nearest bill payment center.
