It is constitutional but wouldn't help the debt at all. After all, you have to look at how much the advertisements would cost, verses how much funding they would bring in. There are two problems that are responsible for the situation we are in right now.

1. By passing laws in 1999 that allowed financial institutions to move into other markets (like going into the insurance business, for example) without having to have certain amounts in assets to offset the risk, we allowed the banks to fall over by taking on too much risk. Also, during the same time period, we further and further protected the CEOs and other directors, who were collecting lovely golden parachutes in bonuses in the millions of dollars per year. We basically eroded their fiduciary duties of care and loyalty, which allowed them to keep hold of their golden parachutes and pass off the debts stemming from their negligence to the shareholders/consumers.

2. The consumers have lost confidence in the market.

These are the 2 things that will have to be cured in order to bring us out of this recession.

These organizations are non-profits and the purpose of advertising is to sell in the free market society. Taxes is how the government pays for services and if they taxed say marijuana or prostitution then that would generate more income and reduce debt. Raising taxes also generates more income.

No they should raise tobbacco tax by 35%, make huge cuts in welfare, legalize weed and tax it tremendously, and change the unconstitutional drinking age to 18. That should help, advertising is not a bad idea though.
