can paypal take money directly out of your bank account if you dont have a credit/debt card?

i have a bank account but no credit/debt card. i want to buy a virgin mobile cell phone because im 16 and its no contract, and you have to pay with paypal or credit/debt card. i was wondering if you can pay a bill with paypal and if it can just take money directly out of your bank account to pay a bill.

Will debt consolidation do this? I believe you can only have around 3200$ in debt total, he has none but I have around 5 to $6000 in debt right now, maybe a little more and I have about a month to reduce this amount significantly or at least get it down to $3200
Sorry I forgot to note we will be getting married before he leaves to basic in jan.

Hillary is going to have a raffle for a weekend in New York and a “Date” with Bill in an effort to reduce her Presidential Campaign debt.
I wonder if the date with Bill will include and evening gown and a box of cigars?
I wonder if Monica will buy any of the raffle tickets?

NOTE that my debt is not out of control and I’m following a debt repayment plan. I’m just wondering if it’s better to be practical or to have fun.
I just wanted to point out that Í’m not in trouble with debt. I have a credit line I make monthly payments on and it’s affordable. I’m just wondering, when you get some extra money do you use it for bills or for something else?

You know when you pay sears card payments inside the store can I do it with chevron gas card? Can I pay at any chevron gas station or do I have to mail the payment?

What to do with bonus- pay the credit cards or make an investment?

we never live with credit cards before. and now we have 5000$ on our credit cards that we cant close . we are doing a min paymant every month and trying to pay more than that. we will have a bonuce 7000$ at the end of the year. will it be beter to pay to credit cards at onece. or there is another way to pay credits(and put this bonus on investment).
I read about calling to creditors and talking with them, so they will give a 10-20% of if we will pay it atonce, but will it afect in bad way to our credit report.
